We need to add 2.21 to the main page, and update the actual release date for
2.20 on the main page. We'll also need to create a releases/2.21.1/ directory.

This contains everything except the Release Notes pages, I'm pretty sure.

Note that I changed the links to the download page to work in a slightly
different way. We need two sets of anchors on the Download page -- one that'd
the old type (stable/oldstable/legacy/devel) and one that's numbers, to link
from the Release Info pages.
