30786 - task icons in the browser window are messed up.

The task icons in the browser window (the icons that show up in the lower left
hand corner of the screen) recently got messed up.
They used to be evenly spaced around the bottom of the window. Now they are
bunched together in the corner of the screen. It looks like a big ol' wart in
the UI.

In addition the actual menu popups in the same window bar are also messed up
spacing wise. Channel, Go To Window etc, are all also crammed to the left of the
screen.

It looks really bad on the commercial build where we have extra stuff in there.

Nominating for beta1. I believe Paul Hangas has a fix already in his tree for this.

Fix for spacing on tasks buttons in my local tree.  Fix for horizontal shifting 
of buttons on mouse over in my local tree.  Looking at menu buttons of Netscape 
tree now.

I just spoke with German about the Netscape and mozilla toolbars.  I now have all 
the fixes in my local tree.  The fixes are only xul and css.  Very simple, very 
clean, very low risk.  Ready to go, just + me up and we will have a nice taskbar 
for beta1.

Fix checked in.  Stopped wiggle of buttons and menus when mousing over the 
buttons, fixed spacing on menus in commercial tree.
