30792 - Really old tar balls--need to clean up newlayout project site

The page on http://www.mozilla.org/newlayout/download.html should be removed or 
updated. Some contributors got confused lately because their first step was to 
download a tar ball from 1998-07-29...

There are also a bunch of ancient files in 
ftp://ftp.mozilla.org/pub/newlayout/  We probably
want to keep these here for historical purposes but
it would be good to add a README saying something to 
the effect that these files are old and musty and
please don't bother with them unless you're a
historian.

It will be a long time before I can get to this. M16 is optimistic. Marking 
helpwanted--would love it if someone in the mozilla community would help within 
maintaining the newlayout area.

long-term part of his embedding-enablement work. Would still love for someone 
from the mozilla community to take this on.

m milestones for this component. I'm deleting them.
