I'm still not quite sure why that didn't work.  It looks good on paper. :)  But 
anyway, this new patch seems to work the way it's supposed to instead of blanking 
out ALL of the old values for QA contact instead of just the ones with a 0 
userid...

Since the current CVS version of bugzilla is actually broken because of the 
original patch here, and I've done some pretty extensive testing on the new patch 
and can't get it to fail on me, I went ahead and checked in the new patch.
