Now that we are set for 1.0a release, we should bump the version on the branch
to 1.0b.
In the same pass, we should bump locale version to 1.8b5

This patch does it "all" from the SeaMonkey view:
1) Bump Gecko's milestone version to 1.8b5 (for all products!)
2) Bump SeaMonkey version to 1.0b
3) Bump locale versions to 1.8b5 (only really used by SeaMonkey)
