in some cases, the nsObjectLoadingContent code asks the plugin to do the load (for example, it assumes that if no URI but a type is specified, that the plugin will be able to find the content by itself). It would be great if there was a way to detect if the plugin can't find any content either, so that we should fallback.

Does this really block bug 1156 (as in, is a regression from it)? Or should this depend on bug 1156?

As filed I don't think we can or want to fix this.
