Sometimes when loading up the preferences screen the first icon has a dark
background, and therefore you would expect the page with the homepage settings
etc but the random settings page appears. then click the icon where you would
expect the proxy settings to appear and the homepage settings appear. it is as
if they are all out by one page.

Reproducible: Sometimes

Steps to Reproduce:
1. Load up the browser
2. Go to into the preferences screen
3. Check for mismatch
4. Restart and try again

Actual Results:  
sometimes a icon/page mismatch occurs

Expected Results:  
the icon and page always match
