Details
When Num Lock is on, Alt+keypad access the menu instead of creating special
characters like Alt+130 é. When Num Lock is off it works fine. M14.

I can't confirm this on Win95 with build 03/05. Alt+Numpad gives me the same
result with or without NumLock: the desired ASCII char.
Although it never works with AltGr (that's the European right Alt key)
independent of the NumLock state.
Tested in compose message as well as in location bar. Anybody else seeing this?

I verified this in 2000041306 M15 build on Win98 and Winnt 4.0.
