When the menu option "Allow text to be selected with the keyboard" is enabled,
if no text is selected, the page up, page down, end, home, etc. keys do not do
anything.  They should work regardless of whether or not text is selected.

Reproducible: Always

Steps to Reproduce:
1. Enable the "Allow text to be selected with the keyboard" option
2. Load a website that is more then one page long.
3. Do not select any text, instead, just try pressing the page up, page down,
etc. keys.

Actual Results:  
Nothing.

Expected Results:  
The page should move down when I press page down, go to the end when i press
end, and home when i press home.

For me, Home and End take me to the end of the current line. Page Up and Page
Down on the other hand seem to be somewhat buggy. Possibly you're seeing bug 205846?
