If firefox it is not started, the file opens. Reproducible: Always Steps to Reproduce: 1.Install Windows XP with support Rus Language 2.Install Firefox 1.0.7 3.Save html file with russian name or into directory with russian name 4.Open firefox window 5.Click on file Actual Results: The file was not open Expected Results: The file should open
