Help windows stay on top. This stops work via switching windows as one needs to
read and follow instructions.
The only way around it is to either close the help and remember; or to push the
window in and out of the PC screen.
Reproducible: Always
Steps to Reproduce:

Actual Results:
Help window will loose focus; but stays on top. So it could cover part of other
windows.
Expected Results:
Help should be a normal window without a "stay on top" privilege.
Regarding this bug report form: I was not able to locate Help Viewer or Toolkit
in component list, as mentioned below in Help Documentation:
"Inaccurate information and typos in Firefox's built-in help documentation.
Note: problems with the Help Viewer itself should be filed in the Help Viewer
component of the Toolkit product."

When you right-click on the window you could uncheck "Always on top".
