Bug 303781 fixed the more common cases of this, but there are still cases where deleting a blank line in a textbox requires two presses of "backspace" or "delete". Spicifically, this happens in an LTR textarea after moving into the blank line from within RTL text, and when the line on the other side of the blank line is LTR. The symmetric case also holds (RTL textarea, moving from RTL text, other line is RTL). I'll attach a testcase soon.
