Just like in bug 286438 where we disabled "Remove All" buttons in the Privacy: Show Cookies and Privacy: Edit Exceptions sheet when a search term is entered, we also should disable the "Remove All" button when there is no search but the user has selected multiple entries.  

Right now, "Remove All" removes all the cookies/entries when you have multiple items selected, not just all the selected items, analogous to the confusing situation in bug 286438 where "Remove All" removed all items when you had search, not just the items presented as search results.

(In short, the *only* time "Remove All" should be enabled is when the user has no selection nor anything entered in the search field.)

I don't think this needs to block 1.0 *if* we fix bug 314478/no warning that "Remove All" is going to happen in the "Edit Exceptions List" sheet, but it we can get them both at the same time, all the better.

UI has changed, and Remove All shows a warning now.

I'd've called this FIXED by the UI change, but whatever :-)  Clearing flag....
