Non expanable items should not have the expand arrow infront of it in the Account Settings

Details
If you go into the Account Settings there are a expand icon (small arrow poiting
down) infront of the "Server", "Copies and Folders", "Local Folders", Outgoing
SMTP server".
Since none of these items can be expanded the expand icon should NOT be there!
We have a bug on this already, I think.

This appears to be a dupe of bug# 27635, which is a dupe of bug# 17854 that will
not be fixed since Account Settings will be moving to Preferences.
