If the menu's height is more than one-half of the screen height but less than the full screen height, it may be fully displayed without scrolling, or not, depending in part on the mouse pointer location. If the menu height is more than the screen height, scrolling is always required -- but with a little luck you may find the item you need in the part of the menu which is accessible without scrolling.
