318649 - Incorrect Error Dialogue when downloading with SW download disabled in 1.5

If you attempt to download (ie a theme) with software download disabled (set via options in version previous to 1.5), the error dialogue instructs the user to open the Options, enable downloads, and reattempt. This is incorrect as the ability to enable/disable software download is no longer in the Options GUI and must be toggle using about:config -> xpinstall.config

Reproducible: Always

Steps to Reproduce:
1. Upgrade to 1.5, with download software disabled in previous version
2. Attempt to download theme from addons.mozilla.org
3. Error dialogue indicates to Open Options and enable
4. Open Options -> no longer have ability to toggle setting



Expected Results:  
The error dialoge should indicate that the value of xpinstall.config must be changed by typing about:config in the URL bar, then finding the entry for xpinstall.config and toggling it's value from false to true
