Go to Edit/Preferences/Downloads/View & Edit Actions; try and add an action.  You can't, because there is no button for it.

Reproducible: Always

Steps to Reproduce:
1. Go to Edit/Preferences/Downloads/View & Edit Actions
2. Try and add an action for a new file type, like 'TIFF'.
Actual Results:  
Sit there stunned, because somebody forgot the 'Add Action' button.


Expected Results:  
It should have let me add an action.

I'm trying to view a US patent.  As all patent images are in TIFF format, and as Firefox doesn't natively support TIFF files nor are there plugins for it, I need to manually add a helper application to view them.

However, the lack of an add button prevents that.  It prevents a lot of things, actually; I'm surprised it was missed this long.
