'glib-config -cflags' not used in configure+build

Details
'glib-config -cflags' holds an '-I...' of where 'glibconfig.h' is. For
packaging systems (e.g. Debian Potato), 'make' fails.
Details please. There's only one place in the entire build that uses
GLIB_CONFIG and I'm not even sure if it's necessary there
(intl/unicharutil/tools).
*sigh* I deleted my tree and checkout'd anew, and the non-bug disappeared. :\
Nevermind!
