steps.
1. be told to create a bug flag based on an existing flag
2. be told to create an attachment flag based on the new flag from 1.
3. use copy in editflagtypes to satisfy 1
4. lots of work is requirede to satisfy 2.
expected results:
there should be an easy way to use all the inputs from a bug flag for an attachment flag and vice versa.
