321628 - UAAG: Repair text not generated when conditional content not provided

From UAAG test suite: Firefox should allow configuration to generate repair text when the user agent recognizes that the author has not provided conditional content required by the format specification.  (From UAAG specification, checkpoint 2.7)

The specific failing UAAG tests are listed below.  First, here are some recommended solutions:
1. When no alt or title attribute, show the src attribute value in the tooltip or when images are not downloaded when focus or the caret is at an area, img, input button. 
2. Always show the href value on the status line for the current element if there is one - (it does this I think). 
3. Show the content between OBJECT element tags as a tooltip when focus or the caret is on an OBJECT element. 
4. List maps in the Page info dialog with the title attribute, or with the name or id attribute if no title attribute. 
5. For FRAME and IFRAME elements, under the context menu (Shift + F10), This Frame, View Frame Info, list the title and name attribute value in addition to the src attribute value.
