Details

From UAAG specification, checkpoint 9.5:
- Allow configuration so that moving the content focus to or from an enabled element does not automatically activate any explicitly associated event handlers of any event type. (This might be related to existing bug:  92060)

Are you asking for an option to turn off onchange events completely, or an option to fire onchange earlier (e.g. whenever oninput would be fired)?  I think either option would break a lot of sites and not fix many...
