Under netscape 4.7 (and most versions previous, IIRC) hiding the bookmarks
window and hitting alt-b or selecting the manage bookmarks menu item brings the
bookmarks menu to the front.  I preferred this behavior over the current
behavior, which is that alt-b and manage bookmarks does nothing if the window is
already open.  There doesn't look to be any interesting error messages.
I can confirm this bug with the 200031706 (beta branch) linux build, but this has been a long standing issue. I believe it's an 
XPToolkit thing. Linux is the only platform that still doesn't play well in this area.
I don't know if this a strict duplicate, related, or if there is another bug that covers this issue but this reminds me of bug 8002.
