I think tabs could be promoted more in the browser. Some small UI changes and perhaps a few preferences being defaulted to a different value could have a fairly large impact on how people use the browser. If you switched from Internet Explorer and hadn't heard about tabs, then their use is not that easily discovered. Patch coming up.

Comment on attachment 207863 [details] [diff] [review] Menu reordering and preference tweaking to promote tabs the link.open_newwindow pref can't get flipped without a backend gecko bug getting flipped first. Once that is flipped, the plan is to change that default. The hide tab bar option has been discussed and rejected before 1.0 and 1.5. Flipping the window/tab options in the menu is tricky since a) this ordering is well-established and b) context menus are not the preferred/fastest way of opening tabs. Its worth further discussion, but lumping a set of changes together and requesting review isn't really the best way of achieving significant UI change. Better to file a new bug providing a well-reasoned argument and we can discuss that more freely then.
WONTFIX per review comments, a new bug should be filed detailing the case for menu reordering throughout the app.
