There are so many options that I always need to refer to the Index. It would be nice if it came up first instead of the one time use of "Required Settings"

We are freezing the code for 3.0 in two weeks and we don't expect this bug to be fixed on time.

patch for tip
Per discussion on IRC, that's not the fix we want. Parameters in the Core tab are much more important than anything else and should be defined/displayed first.

It's fine that you have discussions outside of the bug but the results of that dis cussion must make it onto the bug.
This bug is a really good idea. Why don't you link to the discussion or post it on this bug so everybody knows what you are talking about.

I think it wouldn't hurt to do this, but we ought to be smart about it, unless my reasoning is wrong here. As far as I know, the reason we default to the core settings page is because there are settings on it for which we can't set defaults, and have to be set properly before the site will work correctly, therefore we want to send the admin directly there the first time they go in to make it easy to set those core settings. I think if there's a way for us to detect that they've actually been set, then once they've done so, going to the index instead wouldn't hurt.
