no scrolling occurs when using the mouse wheel, but scrollbar *does* move

On random pages, after some time, using the mouse wheel to scroll has no effect
on the page display (the window doesn't get refreshed), even though the
scrollbar moves properly.
I'm not sure it's mouse wheel related, though.
Resizing the window usually gets the page to redraw, at least partially.
I'll try and be more precise as soon as I can reproduce the problem.
It happened on several web pages, one of which on the mozilla.org website
Reproducible: Sometimes
Steps to Reproduce:
1.Load a web page
2.It may not happen immediately, so try to navigate for a while, switching
windows, etc.
3.Try to scroll up or down using the mouse wheel
Actual Results: The scrollbar follows the mouse wheel movement properly, but
nothing happens in the main window.
Expected Results: The web page in the main window should have scrolled.
Tested on Mandrake 7, XFree 3.3.6 with IMPS/2 mouse protocol, sawmill WM, latest
helix gnome.
