This is a fallout form bug 308396.

When hovering over the close button on any tab, an empty tooltip appears. moving the mouse over the rest of the tab, and it shows the correct [title of tab] tooltip.



Reproducible: Always

Steps to Reproduce:
1. hover over the close button in any tab
2.

Actual Results:  
empty tooltip

Expected Results:  
either a tooltip with [close tab] or no tooltip at all.
