When browser preference changes are accepted, browser window does not receive focus
Reproducible: Always
Steps to Reproduce:
1. Select "Edit>Preferences..." from menu bar
2. Select "Okay" button
Actual Results: Browser window placed below next maximized/restored window in
application stack
Expected Results: The browser window previously having focus when entering the
Preferences dialog window should be given focus again and brought to the top of
the application stack.

This WORKSFORME in 3/21 nightly build under NT. I see the mozilla window
regain focus but the content pane doesn't get focus so you can't scroll with
arrow keys until you click in the content area. This bug, though, is already
reported I think.
