The frames are loaded from the page www.site.com/x.html. The top frame displays www.site.com/y.html while the bottom frame displays a different domain: www.site2.com/z.html. If the bottom frame calls for a popup, which Mozilla politely blocks, the "enable popups for this site" feature will only unblock frames for www.site.com, not the frame that actually needs to be unblocked (www.site2.com). The only workaround for this at the moment is to actually manually add www.site2.com to your trusted popup sites, which most users wouldn't know how to work out in a frames environment. Reproducible: Always
