Go to <http://groups.google.com/group/mozilla.support.firefox>, and you'll notice that starting a new topic, or replying to current messages is allowed. (they don't show in n.m.o)

Well, it seems they've opened up posting for mozilla.support.thunderbird too now. :-( Any news on this, Dave?

A second followup was sent on March 18th. This might be moot now, we're working on getting set up to allow posting from Google now, because it's just less complicated for end users since Google doesn't tell you that you can't post until after you try.
