05/16.

This is in. Command is InstallTrigger.installChrome( type, url, name )

type can be InstallTrigger constants SKIN, LOCALE, CONTENT or some 
combination OR'd together. For convenience PACKAGE is defined to be all three.

The url is where to load the file from, file must be a zipped chrome archive 
with a manifest.rdf at the top level (see postings in n.p.m.xpfe for manifest 
format).

The name is the name of the locale or skin used to activate them if desired. 
For content installs it doesn't do much.

Skins installer is working on all platforms.

One side effect is that after installing, other themes from Installed Themes 
preference pane are absent.  Dan is going to submit a new bug about this since 
he has specific data to attach.
