Like Internet Explorer, CTRL + hover should allow popups. Users expect this functionality, and when migrating from IE to Firefox, this throws them off guard. I've had to explain to my coworkers how to allow popups in Firefox, because they rely on CTRL + hover when QAing our products.

A positive thing about the way IE does it, is you don't have to bloat the "allowed sites" list for sites you rarely visit, or for sites you only want to allow popusp from certain areas, or for the rare occasion when you do want to see a popup, you don't have to click "Options" > Show popup (which I've seen break sites in the past, anyway).

I think this is a bad idea.  Many shortcuts require Ctrl, and this would allow a site to open a popup window any time you hold it down.

I'd be surprised if this isn't a dup.
Agree with Jesse, this could easily be abused.
