there are currently only "Remove Action" and "Change Action" buttons available in the "Download Actions" UI.

on windows, you get here from Tools -> Options -> Downloads -> View & Edit Actions

it would be nice to be able to create an action through the UI without having to find or create the right type of file to download and choose "Do this automatically for files like this from now on" or manually edit mimeTypes.rdf.
