This is a follow-up on bug 291459:
According to the comments:
-> in some places we haven't used the zoom feature when we should have. For example bug 291459, comment 22 and bug 291459 comment 23 (The textarea for the comment when editing an attachment is very small)
-> in some places we overkilled ourselves: bug 291459 comment #25 (Many of the textareas (especially the ones on most of the admin pages) aren't intended to have lots of text in them anyway. Think product and component descriptions here. Those fields should be short and concise as much as possible. Expanding the textarea artificially makes the admin think they can write more. )
It's good that all textareas use this template, but probably we should tweak the settings in order to fine-tune the system.

I find product and component descriptions very useful. I find myself putting project-related link lists there, for example. I'd like to keep this textarea zooming.

We are freezing the code for 3.0 in two weeks and we don't expect this bug to be fixed on time.
