329523 - feature request: downloads window should come to frontmost when download starts

On a "small" screen, the downloads window and the document window may not be visible at the same time. It would be helpful if, when I start a download, the downloads window would come to the front. Not every user will want this, so I suggest that this behavior be optional, and that this option be made a preference.

Reproducible: Always

Steps to Reproduce:
1. Perform a download. The option to close the downloads window after downloading should be off.
2. Bring the document window to the front.
3. Perform another download. The document window does not come to the front.

Our bug is bug 231580, and we're prolly going to have to pref it for the reasons mentioned in the Fx bug, the Camino bug, and the other dupes....
