330551 - Create user should let admins select group membership

Problem:
admins and myself like to be able to use a single cookiecutter form to create mtuliple users

Steps:
1. be told to create a number of users all of which should be in the same groups
2. load createuser.cgi, fill in all the user's details
3. try to fill in all the group membership at the same time
4. click create or whatever
5. click back
6. change just the user fields, retaining all the group membership bits.
7. while you have more accounts, go to 4

Actual results:
You can't follow these steps. Instead you have to create each account and then use editusers to grant privs. Eventually bug 330550 should at least simplify the mass adding. But it's nowhere near as good as cookiecutter granting at creation time.
