Using Firefox, SeaMonkey or Mozilla suite 1.7
Opening the Help window prevents access to any other window in the program while it is open. Access to other programs or the system (Finder) is not impaired.
You cannot click back to another window in the program, either by clicking OR use of the 'Windows' menu until such time as the Help window is closed

Reproducible: Always

Steps to Reproduce:
1.Open Help Window (Help-->Help Contenst or Help-->For Intenet Explorer Users)
2.Help Window opens
3.You cannot reach any other window in the program until the Help window is closed

Actual Results:  
Help Window opens but you cannot access any other (program) window until it is closed

Expected Results:  
Other windows in the program would be accessible

Does NOT occur on Linux nor Windows from reports. Mac only problem
In Firefox, if you right-click (Ctrl-click with a one-button mouse) in the help content-area you'll get a context menu with the menuitem that's suppose to remove the always-raised/always-on-top behaviour.

ACK Firefox has a means of correcting the behaviour, but Mozilla 1.7 nor SeaMonkey do not AFAIK
Originally, this behaviour was introduced in bug 136647. The argument was that novice users often "lost" the Help window. Toolkit made it possible to toggle alwaysRaised in bug 251751. The removal of alwaysRaised was wontfixed in  bug 219865.

I suppose we could make it possible to toggle alwaysRaised as well?

That's bug 216426.
The patch in bug 216426 made it possible to toggle the "On top" behaviour of the Help window - so I'm duping this bug against bug 216426. The fix will be available for testers once the mac nightlies are back.
