In the case of 
  <xf:message src="message.txt" ... >
the external message text is never loaded.

This fails test cases: 10.1.12.a, 10.1.12.b

aaronr says: "For some reason we are getting back aStatusCode = NS_ERROR_ILLEGAL_VALUE in nsXFormsMessageElement::OnStopRequest.  So I'm probably building the request wrong, (I'm guessing)."

There appears to be a problem with test case 4.5.3.a as well:
