details:When the cursor is pointed on the image it did not show the alt text.

Reproducible: Always

Steps to Reproduce:
1.open browser
2.enter the URL http://www.bugzilla.org.
3.move cursor on image and hold it for a second.

Actual Results:  
actual:Nothing is displayed. Alt text not displayed

Expected Results:  
expect: Alternate text should be displayed

The image on the top has alt text but not the bottom one.

Display alt text is IE-only behaviour and incorrect. If you want a tooltip, use the title attribute.
