So what's basically needed here is to add a file in http://lxr.mozilla.org/seamonkey/source/content/test/unit/ that tests document encoders.  See the parser and serializer tests there to get an idea of how things work?  Lemme know if you have any questions!

Is there a way to get a scriptable HTML parser? I wanted to round trip using the encoder in both XML and HTML.

No way to do scriptable HTML parsing yet, no.  At least not in xpcshell...

My patch for bug 422403 (now landed in the trunk) brings several tests on DocumentEncoder, at least for HTML/XML/XHTML serializers.
