Now that we dropped support for Win 9x/ME, we have to use 'W' APIs in our DDE 'implementation'. Doing that will fix a problem like not being able to open a Japanese file on French Windows by double clicking. (bug 162361 comment #180. bug 267980 is somewhat related as well).
