we should migrate / verify accounts the same way when open up mailnews, compose, or addressbook.

Details
right now, we do the right thing when opening the three pane: we migrate if
necessary and we verify the accounts.
for compose, we only migrate.
for address book, we do neither.
I've move the correct code to a common js file, and I've got changes so all
three will do the right thing.

to test this, run -installer (on a clean setup) and you should migrate when
opening messenger, message compose, or the addressbook.
