Make auto-detect online/offline state work nicely with windows auto-dialer
Right now, auto-offline is disabled when the auto-dialer is enabled, which is the default mode. See discussion in bug 76111.

I don't think the current auto-offline code is quite what we want. I think we should fail gracefully when connection fails, and part of failing gracefully might mean serving stale content from the cache. If we do that then this bug becomes obsolete as there is no need in that case to change the way the auto-dialer works.

can auto-offline be optional?(can be turned off!) many networks have frequent pauses(ping timeout etc)
auto-offline will just go on and off and
Could this be implemented cross platform?
Also if set to offline mode , after shutting down or restart it does not remember the last state(offline mode)
Very annoying if testing some thing as a developer
