This is the toolkit port of bug 260217 which affects just about:config.
As Neil said on that bug:
"My checkin for bug 126903 made it possible to set window.title in a XUL onload
handler and also made <window title> work in XUL content e.g. about:config"

This patch ports the changes Neil implemented in xpfe to toolkit's about:config.
