Seems to be Mac-only, or at least not Windows.
To reproduce:
1. Find a page with a text box, that also has enough extra page length that it's possible to scroll the text box off the top or bottom of the screen. I'll provide one in an attachment next.
2. Enter a few letters in the text box
3. Place the caret to the left of the text, at the very start of the line
4. Scroll the window up or down so that the text in the text box disappears, then scroll it back.
5. You may have to repeat step 4 a few times, but eventually the line of text, to the right of the caret, will appear bold.
6. Highlighting the text, or often scrolling again, will remove the bolding.
I've also observed this bug in situations where the text box has a scroll bar of its own. Sometimes in the middle of entering text into the box, at the point at which the scrollbar first appears. That's a complex case, however. Hopefully the simple test case which I'll attach will be sufficient to diagnose.
This bug first appeared in the 20060418 build. I wonder if it was the fix for bug 287813.
I also wonder if it's distantly related to bug 327259, though they began at greatly different times.

Follow the steps in the bug description to reproduce the bug after opening this attachment.
The attachment shouldn't be necessary, however. If you're viewing this bug in the browser, then the "Additional Comments" field is perfectly good for reproducing the text issue.

Might also be related to bug 300982.
Is this fixed with cocoa or cocoa+cairo?

I haven't been able to reproduce in the 20060929 trunk nightly, so maybe Cocoa fixed it.
I'll resolve it as WORKSFORME and reopen if the problem resurfaces.
