A state senator sent a friend a URL that didn't work.  When I put it into Firefox it came back with a keyword search.  Finally I realized it's one of those new web services URLs (I think, I could be wrong).  Did Firefox mess up?  Should it have worked for everyone out there in the world, or does it just work from within the WA state government offices and not outside, and the senator doesn't realize this?
I tried it from IE and it just gave an error.

This issue should be fixed for Firefox 2 - until then, be careful with intranet URLs.
