When bug 235773 is fixed, we won't have any ui for editing/showing ciphers anymore.

We can probably start thinking about removing the whole file and inserting the content elsewhere. This could save us a few bytes here and there.

The relevant patch (in bug 235773) has been checked in to the 1.8 branch now.
