I'm not creating any folders called "Local folders" in the migration code. Anyone else? Bhuvan? Seth?
this is mine. yes, users 4.x local mail gets migrated to a folder which is currently hardcoded to "Local Folders" I have several bugs to make this stuff i18n friendly.

adding bob and msanz, as this is an i18n bug. adding tobias, as he is going to look into this. "Local Folders" would normally live in a mailnews string bundle. but here's the problem: migration can happen even if mailnews is not installed (the user could install the browser initially, and after migration, install mailnews.) so if mailnews isn't installed at migration time, they won't have the mailnews string bundle. I think we are going to have to define "Local Folders" in the profile / migration string bundle, and not in a mailnews string bundle.
