Confirming on Mac. Given the regression range, this is probably due to bug 192767.

I think this is a duplicate of a longstanding LTR bug related to BRs next to 100% width floats.  I suspect if you make the equivalent LTR testcase (which I did, and it shows the bug), you'll find it didn't regress then.  All that regressed is that we show the scrollbar for the 1 twip of overflow.  But it is worth verifying that the LTR variant of the above (dir="ltr" and float="left") didn't regress then.

That is, we now show the scrollbar when the overflow is to the right.
