The image in Bug 339196 is garbled when sent over the internet.
When you drag the options window over it, it restores.

Confirmed, was about to file this when looking through that bug, glad I read the comments.
For me, if it loads in a background tab and then I switch to it, it's fine, but if I watch it incrementally load then it becomes corrupted. It gets fixed if it drag it.
OS: Windows XP → All
It sounds like is already fixed, in the dependency, bug 337424.
