<select> items are painted outside the view when scrolling.

STEPS TO REPRODUCE
1. load URL
2. scroll the page down a bit
3. scroll the page up and down rapidly using the mouse-wheel

PLATFORMS AND BUILDS TESTED
SeaMonkey debug trunk build (a few days old) on Linux
Still happening? Seamonkey only? I don't see it on FF/GTK2.

It looks like we're not create a widget for that SELECT...
Seems to work now...
